Antique iron bound two litre exchequer measure, 15cm high x 15cm in diameter

This is a sturdy and ancient thing of beauty - I love it - A real piece of art history
used to prevent fraudulent measuring a standard was used to measure against, thus being a 2 litre one. These, historically were locked away and kept safe by the town of city council to be brought out should a dispute break out of the measure of wine or beer known as an exchequer measure.
This could now be many things, we have been using it as a plant pot holder but it could be a superb desk tidy, kitchen utensil holder etc
The Brass label says "2 LITER H:R" on its side and the lead stamp above that has two of the three letters surviving and they read 'Z and A' - a mystery to us!
